eCARe Clearance Portal for transporting Afterlife (mortal) Remains to India

The Ministry of Health and Family Welfare, Government of India has developed an e-Clearance for Afterlife Remains (eCARe) portal (https://ecare.mohfw.gov.in), which was launched by Hon'ble Union Minister for Health and Family Welfare, Dr. Mansukh Mandaviyaji, on 03rd August 2023 (World Organ Donation day) to streamline and expedite the process of Public Health Clearance for transporting human remains to India.

            The eCARe Web Portal is aimed at integrating all stakeholders on a single all-in­ one interface, including the consignee, Airport Health Organizations (APHOs) and airlines. The portal facilitates smooth and timely clearance of documents with automated periodic alerts and live status tracking. This is immensely beneficial for the consignee as well as other stakeholders including clearance authorities - at APHOs.

            It may be pertinent to mention that since operationalization of eCARe Portal on 03.08.2023, a total 1254 applications till 17.11.2023 for clearance of Human Remains have been processed through the e-portal, and over 95% within 24 hours of receipt.

Introduction

The eCARe Clearance Portal is for conducting dead body/human remains clearance procedures electronically which is expected to transform the government functioning to a more efficient mode. It is developed as a standard reusable product amenable to replication across the governments.

Background

Public health clearance of dead body/human remains clearance brought from abroad is necessary as per Indian Aircraft (Public Health) Rules 1954 and International Health Regulations, 2005 

Documents required for clearing a dead body:

All human remains arriving at Indian airports shall be accompanied by the following documents for public health clearance, namely:–

  • Embalming Certificate
  • Death certificate
  • NOC from Indian Embassy
  • Cancelled copy of Passport
  • Certificate of packaging of Human Remains as per WHO guidelines
  • [Optional] Certificate or endorsement by the consignee
  • [Optional] Supporting Documents (Medical History or others when requested)

For the Human remains arriving from outbreak affected country or during PHEICs.  The clearance will not be given by eCARe can be updated on Portal.
